The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding Bruce Gordon NELSON, 52 years of age, a convicted sex offender who is considered at risk to become involved in further sexual offences.

He is expected to take up residence in the Winnipeg River area.

NELSON has previous convictions for Possession and Distribution of Child Pornography and Committing an Indecent Act as well as other criminal offences.  Although NELSON may have participated in minimal sex offender treatment, he is still considered at risk to re-offend.   Female children are at risk.

NELSON was born April 17, 1961 is 5’11 tall (180 cm), weighs 200 lbs (91 kg), has brown hair, blue eyes, is Caucasian with no distinguishing marks.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. NELSON will not be tolerated.

Background information:

Bruce Gordon Nelson is a 52 year-old male with a criminal record for Possession and Distribution of Child Pornography, Committing an Indecent Act and other criminal offences.

NELSON’s most recent conviction arose from an incident which occurred on April 18, 2011.  NELSON committed an indecent act in the presence of two females, aged 12 and 13.  As a result Police attended NELSON’s residence.  He was found in possession of two cell phones and a computer.  As such NELSON was charged with Breach of Probation Order x2.  He was arrested the same day and has remained in custody until April 15, 2013.  NELSON was convicted of Committing an Indecent Act and sentenced to 6 months in custody.  Further investigation revealed NELSON had been accessing Child Pornography.  On April 11, 2013, he pleaded guilty to a charge of Accessing Child Pornography and was sentenced to 18 months custody.  He was sentenced to 12 months Concurrent for the two Breach of Probation offences followed by a 3 year Probation Order.  As NELSON has been in custody since April 18, 2011, he was given credit for his time in custody and released on April 15, 2013.

He is expected to take up residence in the rural area known as Winnipeg River, Manitoba.

NELSON may have participated in minimal sex offender treatment programs.  However, he is still considered a risk to re-offend.  Female children are at risk.

Upon release, NELSON will be subject to Probation supervision until April 15, 2016, including the following conditions:

  • Participate and complete any assessments and/or treatment programs recommended by his Probation Officer;
  • Do not possess weapons of any kind;
  • Not to possess, access or view any images, printed or digital, or videos of nudity or sexual activity including pornography magazines
  • Not to use, possess or access a computer, or any electronic device capable of accessing the internet.
  • Report all travel arrangements in detail to your Probation Officer
  • You must not attend a public park or a public swimming area or community centre where persons under the age of 16 years are present or can reasonably be expected to be present, and you must not attend a daycare centre, school ground, or playground.
